Setting a new standard for digital sovereignty
The digital transformation of government organizations has reached a critical turning point. While many organizations have embraced international hyperscalers in recent years, the demand for greater control over data, infrastructure, and digital dependencies continues to grow.
The Municipality of Eindhoven deliberately chose a different path. Guided by its vision on digital sovereignty, Common Ground principles, and data ownership, the municipality partnered with Fundaments to develop a future-proof cloud environment fully hosted on Dutch infrastructure.
The result is a Haven-compliant Kubernetes platform that enables municipalities to separate data, applications, and infrastructure. This approach increases flexibility, prevents vendor lock-in, and ensures that control over digital services remains with the government itself.

Not an experiment, but a strategic choice
What makes this project unique is that it is not a pilot or proof of concept. The Municipality of Eindhoven deliberately opted for a structural implementation based on open standards, open-source technologies, and a sovereign cloud architecture.
As a result, the municipality is leading the way in a development that is becoming increasingly important within the public sector: digital sovereignty as the foundation for innovation.
Building this environment involved significant technical and organizational challenges. There was no existing blueprint for such an implementation. Existing systems had to be integrated, Haven principles had to be applied, and new ways of working, such as DevOps, had to be adopted.
It is precisely this complexity that makes the solution so remarkable.
Delivering real value to the Municipality
The new infrastructure provides the Municipality of Eindhoven with a stable and scalable foundation for further digital transformation.
The benefits are already visible in practice. Thanks to the new architecture, the municipality can develop and deploy new applications more quickly, without long-term dependence on suppliers or complex procurement processes.
At the same time, the organization is actively building knowledge and expertise, enabling it to make independent decisions and respond more effectively to future developments.
The greatest value therefore lies not only in the technology itself, but also in the strategic control, flexibility, and long-term resilience it provides.
The role of Fundaments
As the strategic and technical partner, Fundaments was responsible for the design, implementation, and management of the underlying platform.
Through our fully managed Container Platform as a Service (CPaaS), we helped manage the technical complexity while ensuring that governance and ownership remained firmly with the municipality. By combining technology, knowledge transfer, and close collaboration, we created a foundation that enables the Municipality of Eindhoven to continue innovating independently.
